The federal Department of Immigration and Citizenship head of border security, Garry Fleming, speaking at a Senate estimates hearing, said that business groups had not been consulted - or even notified - when a decision was made to tighten eligibility requirements for an Asia Pacific Economic Cooperation business travel scheme. Around 10,000 cardholders were dropped from the scheme in the aftermath. Andrew Metcalfe, department head, said that a review into the scheme would include proper consultation and potential cost increases. Russell Trood, a senator for the Liberal party, said it was a significant communication breakdown. Chris Barnes of the Australia Indonesia Business Council was displeased at the debacle.
